The amazon I know will not change and make a single thing easier for anyone.
GB, will do, but as more people are accessing AZ from work, university campus etc perhaps amazon are slightly moving away from the IP check. Also IP's are starting to run out. We have to remember AZ put all this protection to basically stop people ripping them off on sales and not initially for seller accounts.
IP will always be used as a unique identifier for new seller accounts - It's easier and takes less effort to use the IP. I'm guessing they combine the IP address with maybe several other identifiers to track sellers.
They don't always shut down accounts within 24 hours, and occasionally only flag you when you add a bank account.

My thought = your conclusion is based off of 1 experience with an account that has been ONLY running a month...cant make conclusions based on this. Any SIMPLE conclusions are dangerous.
i would never say that using the same ip is safe, amazon is very smart and can detect much more than ip, but ip is a very easy way for them to link you
