My mobile changes IP every time I restart it

Why does my Samsung S2 mobile phone create a new IP every time I do a restart?

I have a Samsung Note4 that doesn't change the IP when I do a restart.

Is logging onto paypal with a new IP every time risky?

Not if you have cookies etc.

IP addresses from mobile data are treated differently by ebay/paypal because the providers constantly rotate them between users. It will not raise any flags on your accounts. However if you're running stealth accounts on your mobile phone then this will cause a link between them even if you delete cache etc... in the settings.

That's good to know. I travel interstate for 2-3 months at a time and use my mobile wireless as a hotspot for my PC.

I have found eBay/PayPal fine when I have advised them of my travels.

Are the phones on different networks?

Its probs the network providers rather than the phone. New Ip is fine, probably be better using a laptop and dongle or wifi hotspot though (just for practicality)

Actually they are on different providers. The Note 4 also eventually changed IP. I do use the mobile as a hotspot for my pc when travelling. I installed a mac address changer on my mobile phone just in case.

It will be the providers some are "stickier" than others I use a Uk network that gives me a new IP everytime i unplug the dongle, no problems with paypal
