If OP is referring to hotspots that you can buy from cell phone companies, then they are a great way to have access to a large amount of IPs for a reasonable cost.
I have tried hotspots from nearly all cell companies (haven't gotten my hands on an AT&T one, but I have no desire to do so due to hearing about their small amount of IPs). They all work about the same - it's just a matter of the initial price of the hotspot, and then monthly fee the cell company charges you. And keep in mind that each cell company has a different amount of IPs, so the cheapest option may not be in your best interest.
My main go-to hotspot isn't actually a hotspot at all - I use an Android tablet for tethering Verizon's 4G LTE service. I specifically chose to do this because Verizon's hotspot plans doesn't offer much variety -- either $15/week for 250 MB which isn't enough for anything, $60/month for 3 GB, or $90/month for 10 GB. Compared to their tablet plans which offers 2, 4, and 6 GB plans for a lot cheaper. I usually go with the 2 or 3 GB plan (and often max the data allowance each month), but then again I use multiple devices and hotspots. How much you use really depends on how many accounts you have, and how often you log in to them.

Time Warner, RoadRunner, etc are "Dynamic" but in reality they are difficult to change IP's. Also, consider the following: If you have a family and they use the Internet at home...do you really want to be resetting the Modem/Router constantly? Probably not.
Also, Mifi's/Dongles are Portable which means we can Stealth even on the road, Office, hell even next to a pool.

I have a T-Mobile Samsung hotspot, model V100T. I have T-Mobile's 1GB plan for $20 a month. What's nice with T-Mobile is that data you don't use one month rolls over to the next month. I usually use around 500-600 MB of data every month, but I try to minimize data usage as much as possible. If you don't want to go over, make sure you have Adblock Plus installed on your browser because ads use a lot of data. Also, stay off the direct eBay home page (ebay.com) because the images there use a ton of data. What I do is browse directly to the "All Selling" page (I just type "all selling" in the address bar, and Firefox recognizes it from my history).

Verizon 4G LTE is the best, fastest and largest IP POOL, probably the most expensive, but well worth it, I have a verizon hotspot and pay $120 for unlimited Data, it's a deal I found on eBay and I pay $120 a month as a recurring payment to the company on eBay and get unlimited LTE DATA.
AT&T is also good, they give you a IP pool of maybe 30 IPS , however each month they add a fresh 30 new IPS so even though it is small Ip pool, it does grow each month and you get a new group of IPS added
It's important to log all IPS and with ATT u will be getting same IPS coming up that u can use with the account u already used it with that month , if u logged everything correctly
TMobile, has the smallest IP POOL, and it also sometimes can take a minute or longer after switching data off and turning it back on for the IP TO change
The good thing about TMobile, is it is a different ISP and u will get a limited range of IPS so it will work with a small group of accounts , and the price is very cheap

There may be an issue because it's with straight talk, I think because of there good rates with data they are strict on allowing you use as a hotspot

But then they changed it to 3gb and recently they raised it again to 5gb of 4g, and you can get cheap refills on ebay for only 35$ a month. My brother has the same straight talk plan but the only difference is he has the att Sim and his hotspot works fine

I only use my hotspot for stealth; I have my regular Comcast connection for general Internet use.

I think with these virtual companies there's a block when using the data as a hotspot
