Default Help Needed: Buyer is Either Being a PITA or Going to Scam Me

I have this person who bought a used blu-ray from me about a week ago. He paid with an echeck and it was suppose to clear on 10/6. He sent me his first message on the 3rd asking me when this will ship. I told him when the echeck clears it will ship the same day which should be 10/6. He sent me the exact same message on 10/5 and I again replied with the same message and also pointed out that I already answered his question and sent a screenshot from Paypal showing him what he should already know.

On 10/6 I got an email from Paypal saying there was a delay in echeck payment. His bank declined the transaction and Paypal would try again in 3 days. I messaged him immediately telling him what was going on and that there would be another delay and told him to check Paypal and his messages. I got another message from him today with the same exact message as the first two times. Now I'm starting to get a little suspicious. I find it hard to believe that he never got any of messages and when I reply I point this out to him.

I took a look at his account. It's new and he's selling mostly used stuff including a lot of used DVD's. They're all cheap 99 cent auctions that he's trying to unload quickly. What I sold him isn't some mass-produced blu-ray that sold millions of copies. It's a Criterion special edition that I'm actually making a profit on, albeit a small one.

So, are my suspicions warranted or am I overreacting? Can a bank cancel someone's account if they file too many chargebacks? Because I have a suspicion that's what's going to happen or something similar. Paypal is going to try and process the echeck again tomorrow and I'm wondering if I should just cancel the order. It's not like I'll have a hard time finding another buyer for this blu-ray. I haven't contacted Ebay or Paypal about this yet. I was kind of hoping the echeck payment would be declined again and I could just cancel but now I'm not sure if it's worth the risk. I'm not on my stealth Windows account and can't sign on until later so I'm going by memory. What would you do?

Just cancel it anyway. He is going to be a major headache.
He seems to think that you are new to the game and will ship without cleared payment.

Tell him payment didnt clear and you relist the item/block him

If you cancel it using the 'buyer changed his mind' option he will not be able to rate you.

Or open an unpaid item case, it will not clear unless payment clears, but its up to you if you want to risk the feedback.

I cancelled the echeck on Paypal. Couldn't do it on Ebay because they said a Paypal case was opened about it even though there were no cases open. I opened the case to cancel the transaction. I'll take my chances on the feedback. I wouldn't be surprised if he just ignores it.

if you refunded the buyer before opening a case to cancel on ebay, then the case will close automatically.

I would also change the shipping cost incase he/she pays again. change it to something insane, like 500.

Technically there was no refund because the check didn't clear. I just had to cancel payment.

pay first before shipment.

If the payment is not cleared then don't ship the item.

Well, he or she finally decided to respond and decline to cancel the transaction. His payment is canceled and he's blocked so now he's just continuing to be a PITA.

Update on this (and a satisfying one too!): I got an email from Paypal the other day saying the echeck payment didn't complete. He had no intention of paying me and was just counting on me shipping the movie before the check cleared. I called Ebay today and told them what happened and they agreed to cancel the transaction and refund me the final value fee. They also said they were alerting their security department about the seller.

To top it all off that guy that tried to scam me got their first negative feedback today for a $200 camera. He hasn't sold many items so that bumped his feedback down considerably. Looks like he or she or it is having a very bad day. And to think all he had to do was to agree cancel the transaction and most of this wouldn't have happened.
