Old eBays and Payment Holds

Hello, it seems that there is a 60-day money retention for new accounts but not for the "old" ones that sold with Paypal and are passed to M.P. which release the funds immediately.

But what about the old eBays with more than 90 days on pause (without any listings and of course sales)?

Are they "reset" and are they considered new because there is no sales history in the last 3 months?

How long does it take for an account to "reset" and hold the funds?

If so, will there be a 60 day retention on payments?

Once you pass 25 items and $250 in sales all funds release without holds. I have some accounts that doesn’t have any sales in past 90 days and when I make a sale funds still come without any holds.

Mostly the holds are until eBay can confirm delivery. Sometimes when the item is high price/ high risk eBay will hold funds up to 30 days. I have never seen a 60 hold on a new account.

Yes for one of mines which I didn't give ID number (equal as SSN, ...) and now can't add it once registered in MP having skipped that part. Anyway I receive payouts without problems (60 days after / $50 average transaction)

I thought you are required to give last 4 of SSN to receive a payout. That’s insane 60 day hold for $50?!

I could skip that by leaving the ID number field in blank
