It's a simple fact that some providers and even models of mobile broadband cards or devices are static, and others are dynamic. I would try switching hardware. There are some modems that will always be static no matter what you do.
I was talking with a clear rep that sells sprint hardware and service. I specifically asked if some hardware items were static or dynamic. So devices were and some were not.
the cheaper or less used of a service the more likely it will be to have a static device because it is cheaper to give each customer one ip for small companies.
another thing you can do is pull seals off the stick and open it up and remove the sim and put an unlocked gsm Sim with internet in it. service providers do not make the devices.
