smartphone tethering ip question

i have a moto droid and the way i want to log into different stealth ebay and paypal accounts is by tethering my verizon motorola droid to my laptop and keep changing ip addresses, now my question is if anyone knows is are the ip addresses i get on my phone based on my area code or are they based on my actual physical location?

IPBurger does not show your location, just shows your IP address with some other misc. info.

i tried looking it up and first ip address i got was in michigan where i live, then i changed my ip and looked it up and gave me one in wisconsin, do u think thats bad for ebay and paypal since the addresses i use are michigan ones

No your fine, ip location doesn't matter as much anymore.

You should still be in the same country though.

This maybe off-topic, but does anyone know if T-mobile EDGE has dynamic IP, which can be changed by resetting the phone?

i dont know about tmobile, i have verizon and all i do to change ips is turn on airplane mode on then off again and i get different ip and it says its static
