If your buyer opened a case, you will need to resolve that first.
Since it was a $500 item, I assume you have some sort of tracking to confirm it was received?
I doubt having your buyer call into PayPal will resolve your limitation. You either are going to need to give them what they want, or you will remain limited.
If you don't have ID or other docs they are requesting, it's probably time to Get Creative with that.
