there are many factors that affect account behaviors. there are somewhat predictable behaviors, and some not so much
paypals getting limited after the first tax info request is NOT normal. Usually they send a few requests letting you know they want it, and you want to have an EIN handy to add
its also important to note that the IRS takes 2 full weeks to reflect newly registered EINs in their databases. Perhaps that could set off a SSN trigger if you add a brand new EIN and it wasn't able to be correlated?
problem is, we cannot generalize specific account behaviors. There are many many variables and occasional anomalies. What we can only do is have a general understanding from repeated observed account behaviors... its more of a theory than a law.
YMMV, but this new SSN request seems to me like a security measure. Accounts converting so quickly, to me, would appear somewhat risky. Accounts that open as a business from the start, not so much.. and accounts that convert after "proving" the information is valid and functioning, also not as risky.
try to look at things from their perspective and hopefully plan proactively
