Phone numbers which can accept call on the PC

Except Skype which is 6euro/month or 3 if you have a subsciption also, can you suggest a cheaper option for phone number which can accepts calls on the pc?

Hi guys thanks for welcoming me, i have used the search already but i am not sure with which keywords to search about it, as it seems everyone is talking about forwarding numbers instead of numbers you can accept calls to the pc without the ability to receive calls. Or am i wrong?
Also i found Yahoo which is better price than Skype, 2.5$/month if you can have a usa account.

Is Google voice also able to receive calls which are ringing to the pc if you forward a usa number to them?
Any other choice?
