it does not matter , this is obviously done to take down the competition. amazon see a TRO and will not investigate further , the seller wil need to wait until the TRO runs out and see what happens

if it is the selling limit in quantity terms it means you can list more but you can not sell much more , if your sales spike too much you risk being taken down by bots
