If the PP isn't active, there's no point, other than from a "I owe I should pay my debts' position.

The ones with an active PP, if paid, will usually be reinstated, and can probably be used...

maybe blocked because your using the same details , name. address, ip pictures, etc or it could be just for selling digital goods on a brand new account.

On my screen the names show as green or red. I think he means red. Those are older members with more experience. :)

Time will solve this issue as well as current transaction history. Might take a few weeks (if not months) but it will go away eventually.

I think I found what works ONLY if the the jerk hasn't messaged you on your NEW listings. Or do this BEFORE you list new ones if possible.
This is just a guess because they stopped messaging me....

You can block messages with your 'buyer block list', one of the options is something like 'refuse all further communications from this buyer'.

Nope, I haven't gotten an account suspended for maybe 10 years or so...
and nope, I never used double the IP. I did make a mistake once or 2x by accident but that's it.

It's weired when I was trying to log in it led me to the new account registration page. And even when it's suspended the registered email address is still receiving ebay's new customer messages...
