How could they possibly mask it so that ebay cant see if it's used before?

Surely ebay have a record of all ips used before and linked accounts and i haven't ever heard of masking an ip address...

From my own experience - Paypal permanently limited one of my accounts. I had another ebay account which was linked to my limited paypal account so i created a new paypal under a family members name...

To lift receiving limits: Paypal generally ask you to submit a valid proof of address and a valid proof of identity. For example a utility bill and a passport respectively.

I asked "if the providers (i.e. 24vc) state that they can assure that the IP hasn't been used before on ebay or...

I'm just wondering if there's a particular method to check if an IP has been blacklisted by eBay or Paypal. Obviously, it is impossible to get "FRESH" IP addresses as its always been used...
