Ebay used to have a customer service which serve sellers selling items $1000 and more,I guess they closed it.
$1K is not rare ,it depends on which category-gold buillion,gold bars,designer watches ....

The bot is programmed to ask for ID etc after first sale,not when you open a shop.
Etsy sales is very slow,charging a fee for opening a shop is a new source of revenue.
