I read through the list, and I did nothing that is directly prohibited by that list.

Anyways, my plan is to keep on bugging them. Emails, BBB disputes, and so on until they hand over the money.

Oh yeah, they ignore emails all the time. I dont think I ever got a reply from executiveoffice@paypal.com, unless it was through a BBB dispute which is a whole different thing obviously.

Create a BBB dispute. Even if you're not interested in the money or the account, just complain about what happened, they will reveal the reason that they limited it at least partially.
