Does not make sense.

Is the parcel still in CHINA and therefore has not techincally been exported.

Or, has the parcel arrived in the USA and been held by Customs.

For correct advice, give the correct information.

Answers are different dependig on your reply.

this can mean many things - you sometimes wont see any change in the delivery status even after the parcel arrives.

It does seem to be taking a while though so I'd be cautious.

Handed over to customs does not neccessarily mean its been confiscated by them - if it has you will receive a letter.

I never thought there would be export customs. Otherwise wouldn't that be a scam? I've only known of import customs when it arrives to your country.

Can it be on hold (but not by customs)? Or is it by customs?
Do export customs charge you or make you pay fees (which is what import customs do a lot of times)?

Make sure you open a dispute through PayPal before the 45 day timeframe is over.

Some suppliers will delay you past this.

Your supplier would have to provide confirmation of delivery, which they do not have.

As for the package, it really likes China, doesn't want to leave.

I was going to say, it may have just not been updated yet, but it has been a fair few days!

Is the courier DHL?
