Paypal limited-after docs submitted potential risk?

Hey guys got limited for selling phones off aliexpress all of a sudden it seems- xiaomi phones and it seems to be the limitation was more about the amount as i had 2k pending and then 2k pending again I submitted docs, fulfillment, tracking etc and then got sent this is it even worth appealing and has anyone one? its a 2013 stealth account-

After a thorough review of your PayPal account, we're initiating its closure in order to protect us from potential financial losses. You'll no longer be able to use PayPal.

What happens to your account balance?

If you have money in your PayPal balance, we'll hold it for up to 180 days. We'll do a periodic review of your account for money release. A gradual approach to an account closure allows us to part ways, while considering any liabilities like settling cases from your buyers, responding to chargebacks and helping you avoid financial losses.

As we initiate the closure, we must oversee the appropriate movement of money in your account. If your account balance shows an amount owing to us, you'll have to settle that amount to avoid further action.

How will the process work?

Our first review will calculate our exposure and can result in any of the 3 different outcomes mentioned. After each review, excess money will be released for withdrawal. We'll communicate the outcome of the reviews to you.

We'll release the entire remaining balance to you for withdrawal. If you choose not to withdraw the money at that point, we reserve the right to re-coup any money at the next review; or
We'll release a part of your remaining balance to you. If this is the case, we'll inform you about how much money can be withdrawn. We'll then conduct another review; or
We won't release any money to you if we deem our exposure to be greater than or equal to your available balance.
Your account may be reviewed multiple times; for up to 180 days from the date of this email. If there is money in your account on 180, it will be made available for withdrawal at that point.

How can you appeal?

If you wish to appeal our decision, you can get in touch with us and let us know. Log in to your PayPal account and click 'Contact' at the bottom of the page. Select 'Managing my account' as the topic and 'My account is limited' as the sub-topic, then send your message.

If your account shows an amount owing to us, you have to add money to ensure that the balance returns to zero. We reserve the right to recover the amount by legal means.

A copy of our User Agreement can be found by clicking 'Legal Agreements' at the bottom of any PayPal page. Our right to close your PayPal account, and the retention of money, are covered in our User Agreement under sections 10.2 and 10.3.

in my head im going to wait out the 180 days am thinking WORST case - all this bs they have given about release before I doubt very much it'll happen but I am going to try my best to fight it too- i haven't seen any appeals won or good results is that the general consensus?...the phones have been delivered tbh and the ebay linked to them is since 2013 non effected..ive read some mixed opinions about if to still use that ebay as it has 300+ feedback..excel sheet has come out...new stealth mode activated...now to learn whats changed..can anyone help me with that...also do u gues know if surfsharks is ok?

okay so ill update this thread incase i get a result or anyone can chip in advice..so did some reading on the forum drafted up an appeal ( i wont put the template in as everyone will use it and no one will be able to reuse it.) got an automatic email back saying-

In order to protect the integrity of the PayPal service, we cannot disclose the specific criteria that we sometimes use to limit access to accounts.

Have since managed to get through to someone in paypal via the phone in the UK!! JESUS - Luck I have no idea as I know alot of people have problems..anyway the woman in limitations says all it is says on her side is high risk thats it and thats the only factor for closure...so going to try the email bucketlist haha we have on here NEXT lets go...PS:i have a stealth set up in the meanwhile with excel loaded this times- us senior members dont make 2 errors !! hehe :P

You said you are selling Xiamei phones from Ali,do you actually have the phones or you are using buyer money to buy on ALi and expects the seller to ship?

Hi no I bought 14 phones, all delivered to me here in the UK- I wasn't drop shipping or anything actually bought them for my workforce and personal business but the staff didn't find the signal good so looked to sell them all on ebay/paypal . I was shipping them from me to the customer - all phones are delivered except 1 thats in transit and will be delivered tomorrow. I sent them from the UK to Uk (hope that makes sense.) when I just spoke to the agent she said 'too high risk' so paypal closed my account. I have done my reading and emailed aup today as got this instant appeal response but going to try fight it..2k is available in the account and 2k on hold (as it went from hold to available during limitation!) so alot of money for me.

so money would be released,you lose nothing money wise,just that you no longer can use Paypal.
selling cell phones in your possession is legit,it is not AUP violation,if it is ,it wont release the money.so it must be your account violation.

Yes so for 3 phones the moneys released - i withdrew it..sold another 4 money on hold 4k total..so the 4k is now in the account i didnt withdraw it was on hold and got limited...2k has cleared..other 2k on hold which i presume when transitions into delivered will also clear.

This is a stealth account so not sure why else it got regged unless its a doc issue? did get creative.

day 2 UPDATE: More phones delivered more funds 'cleared' on limited account.
Recieved auto generated 'FUNDS cleared' email but oddly can't log into paypal to see it
recieved auto generated appeals response too.

UPDATE: Very odd occurrence since it says the last funds are 'available' cannot log into paypal account whatsoever from app or desktop

thats what Paypal email said to OP,
He will get his money as all are delivered,if no disputes or chargeback,he will be able to get all his money back in 180 days BUT Paypal no longer wants to do business with him.
Sounds like Paypal can link his account to some banned account(s) ,and no longer wants his business.

yep im on a permanent limitation due to 'high risk' so items are all delivered, positive feedback but no one will respond to my email from paypal- ridiculous!

Sounds like Paypal can link his account to some banned account(s) ,and no longer wants his business.

dont think they can - i did have an old account many years ago but it was under a diff name diff address..even diff device/diff ip.
The account got limited as i have high amounts of money to them '700 £' per transaction going in ...when i rang paypal the agent said it was 'high risk' closure

It is ridiculous - hopefully no issues with funds after the limitation time passes

I think and feel it is- I looked back at everything and this limiation went on as soon as I hot the 3k mark 2 minutes after..so that tells me -transaction made the limitation trigger- I get it - all of a sudden a guy starts selling phones and making money but your getting your money paypal and fees so stop being greedy-- ive emailed all emails off here with no response so so far going to have to wait out the 180 days it seems...
