I had to deal with this before.... First of all, don't be so stressed out....
Did you try to communicate with a buyer? Did he move to a different address?
If you confirm that the item was delivered to the PP address and the buyer refuses to pick it up, PayPal will MAKE him to do that and ship the item back if he doesn't want it... After you get it back you can issue a refund....
If the seller fails to do that within 10 days or 14 (I don't remember for sure), the payment will stay in your account....
And it doesn't matter WHO will open a claim.... I had a buyer who opened it but couldn't scam me
Another thing is if the buyer won't pick it up in a certain number of days the parcel will be returned to the address it was sent from or abandoned if you chose this option (hopefully you didn't).....
