Default Buyer claims item not as described, went thru Paypal

Hello I have a question but here is some background.

Buyer claims the set was not complete when it arrived. She is also a Seller and this is another Apartment dweller scamming me. Or it was incomplete and she has terrible social skills. She went off gangbusters saying "This was a bad transaction for me" in the first email. It arrived with what she will accept, $17 and she will keep it etc...

It arrived brand new, that was not disputed.

I let her know I would check with the company on the weight to compare it to what I had record of (A complete set would weigh more) then I'd know if it arrived incomplete in the package and it is possible to have the company overnight a new, complete set to her, and she can keep the part she received and expressed a desired to keep. But she ignored that portion. She went off and her last sentence read she'd wait for me to get back to her then she threatened a Claim against me. I let 24 hrs go by to cool off, and within a little over a day she escalated it to some conversation in Paypal. Now Paypal holds funds saying there is a negative balance but double talking on the phone when I then phoned paypal and the Rep said that the negative balance wording is really not true, just a reserve amount. A few minutes later, me and the buyer had a conversation via the Paypal Website. First I was only allotted a small amount of characters but when she replied back via the Paypal website, it allotted for alot more so we were able to converse

Again offered the return address (my friends law office) but she demands I pay for return shipping, calls me a liar etc...I could care less about the account so that is not a concern. They can close my Paypal/Ebay whatever...A helpful Paypal Rep stated if she did a Claim they would make her return the item, do you think they will follow thru? She refuses to return it unless I send her a pre paid postage slip which I assume she will suddenly "loose" but who knows.

I left it with I'd get back with her on Monday. Funny that the item was sent Priority though it was listed as free shipping Parcel Post. She even complained that I could have saved $ going the cheaper route of Parcel Post! As of now, the item is still in the time frame to arrive yet she has ants in her pants. Seems to need money? but now says if i can send her the missing items she'd be fine with it. Not sure that is possible, we'll see...Not that worried about it but wondered how Paypal would handle it. I read conflicting info. Thanks for any help offered.

There are bunch of buyer don't know how to read note or email :-) I used to print out a thank you letter, the invoice and the instruction how to use the item. I use that paper, fold and wrap around the item, insert in the ESN bag and they still don't see it :-)
