It is not automatic.
It is well-known that PayPal/eBay usually favor the buyers.
However, you would need to try toi work it out with the seller first.
If you end up filing a claim, PayPal will investigate to get the seller's side of the story and to see if there is any delivery confirmation, etc.
The buyer does NOT win by default. And, if you have a history of these types of claims, then PayPal could end up closing your account.
The best answer here is to not do business with the seller in question. You obviously suspect something might go wrong, so why invite trouble? Find another seller.
