i think its to do the with the system changes, theres loads going on at the moment, i think there implemting something like an automated credit check or score and if you dont pass it, you have to take extra steps, if your on the electrol role for the address you attach it seems to go alot smother than if your not.
thats for personal accounts.
or maybe im just been para again

i think another change in the pipe line maybe that they are tying u.k user to use the card attached to the bank account, almost all u.k current accounts come with a card. also when i removed my EP card and added the one atached to my bank account, the 1900 PP ID request immidatly went away, so its automated and tied to information you added to PP or EBY.
bank account, card, address, even little changes like postcode i susspect will flag your account, unlike before where you could easliy get away with it.
i think the new system there implementing will pick up on the slightest anomalie and auto flag your account.

Another quick point is that it can work the other way to remove the 1900 limit request for id
i have evidence of this on another account too.

Yeah, there can be quite a few different things which results in id being asked.
I recently added a seller account to a 6+ month account without much problem, just added the vcc and verified by phone. But I used another 6+ month account and it asked me to verify by linking to paypal after I done the vcc and phone verification, so not really sure what it depends on but you can be sure that eBay is changing!

I have never verified my ebay accounts with cred. card to make it sellers acc.Just phone call and 4 digit pin.But they always asked me for paypal to be linked. 3 of them lasted 7 months .The fault to be limited was mine.
