Remove ebay from the Paypal paylist so ebay cant take the fees. You will find this in profile > paylist. Then ebay cannot take the fees from paypal at all.
They will just pester you by email to make a payment.
I have been limited aswell, but I still ship out sold items. All you have to do is wait 180 days to withdraw the money.
