you're doing something wrong mate, you just should open unpaid item case which can be closed 4 days after opening and you would receive final value fee, it won't appear on your defects dashboard in...

No, just under cancellation reason select "buyer asked to cancel transaction or there is an issue with buyer address" - this reason wouldn't go under your defects and wouldn't impact your account

Don't change address, I doubt that there should be any problem to use Lithuanian stealth IP, just give 24 hours gap for ebay account and 72 hours gap paypal account between old ip and new ip

they will send 180day email within time frame, it doesn't matter when you exactly receive email - it's not important, it's anyway 180 days from your last received payment and not from email itself.
