the only thing I can share is what I've read here from some etsy experts that you don't wanna pay for their ads, it's just a money grab from what I heard.

changing to your own details only works if no ID has been uploaded yet. once it has been uploaded the personal details like name could not be changed anymore without suspension

if the account is suspended or restricted for reasons other than identification problems the funds will be released in most cases

I would not bet though that very large amounts would be released...
