It happens occasionally when you don't have enough history / cookies built up.

Wait a few days and try doing it again for a smaller amount. That usually fixes it

I have noticed - from my experimentations in the past - that multiple eb accounts to one pp can lead to reduction of selling limits so not necessarily keeping the high limits safe...just fyi

1 year is nothing in eBay/PayPals eyes, they will easily have kept the details of that account and be able to refer back to those if you seriously try to reuse that account.

If you make a withdrawal whilst one is still in pending status, it will ALWAYS (apart from a few weeks ago when they had issues with the withdrawals) go as pending again.
