They do not.
Try using that paypal account and see what happens.
Theres a good possibility that any activity that sees the act receive funds (for any reason) will result in a limitation.

Actually no - they will not allow to add banned bank details. Possible that your old account was liquidated already.

in cases like this, ebay will usually refund them as a courtesy and release funds...
