you can start an auction at 99 cents and see how the bidding goes.
if you get only one bid,you will have to sell the item at 99 cents.

There's no minimum limit. Looks like that specific item is 'blacklisted' or as they say commonly used to falsely inflate Feedback scores or detailed seller ratings

Yes, you can always opt to pay your ebay fees using prepaid VCCs.
I've been paying eBay using stealth VCCs without problems. You can also use that VCC for preapproved payments.

Never had an issue.

Just don't ever "link" the paypal account.
Defiantly always use a new phone number.

Not even the above solution will work since OP would be unable to spend any of the funds in the Paypal account. Withdrawing to a US bank account is literally the ONLY option without SSN verifying,...
