Are you really willing to risk this?
I am running a lot of accounts using new windows user accounts. None of them got suspended due to linkage.

They are established 'partners' and have contracts as far as i know. Surely, their accounts can be limited due to the fact that the paypal system is a crap, but they can restore it anytime.

It is very easy to register with Managed Payments at the moment. You just need a bank account, and provide some verification document they will ask during the process.
