You can't create new MP accounts and as he has said, probably won't be the case or required for a long time. This is all for old long-standing accounts.

As I said before 2 of my accounts got limited on the FIRST request for tax information, and it doesn't let you upgrade to business because of the limitation, so there's no way to pass beyond that and...

Tax forms are sent from what I understand under the BUSINESS NAME not the PayPal name. That's why it's a business account only business name matters at that point
