That isn't a reason for a bank being declined by PayPal. You are not supposed to submit a Direct Debit instruction if the account is stealth.

That can't be from eBay then. They can't report you to themselves. They would go ahead straight away and remove the item if it breached their policy or at-least send an email requesting you to do so....

If your payment method is not being declined, then it means that PayPal have refused to process it due to the security system.

If you use a false name and address on PayPal then having your bank account attached does not expose you to tax detection, there are much stricter tax controls on the American site than the UK.
