This is normal paypal procedure, since you are new user, they 9 of 10 times limit your account and ask such documents. Just upload what they need and wait.

Got same issue, paypal send email taht my funds are released, but unfortunately when I am trying to withdraw getting error: "Sorry we can't process your request this time" .
Any ideas how to solve?

Wirex cards have different BIN's. Some accept paypal withdrawals, some not.
