How can i send an email to paypal ? I can not log in to my account and when i tried to call them i was asked for phone number registered with my account, but i don't remember it.

That's why you always keep a note of all the details you created an account with lauriat, even if you don't have the phone working working any more, being able to reel it off to eBay/PayPal can work wonders at getting you out if some tricky situations.
Do you have access to the email account linked to the PayPal?
Yes.
The thing is every time i log into my account i am asked to upload ID verification file and change password, every time. After that i receive email that they want me to upload proof of address too, but problem is there is no way for me to get to 'resolution centre' to upload it, because as soon as i log in i am asked to change password again and after that i am logged out.
