how to refund the customer shipping fee?

my item is free shipping and a customer returned it by their own postage which cost around 2$ . I already received the item back and issued a full refund. But how do i refund the extra 2$ as shipping cost for the customer?

if he has a Paypal account,then just send him the $2.
if not ,then send in the mail

in my shop terms, return is for customer side.and also if he return what was "free shipping" then I will refund him only item price without my shipping cost.
