in this case you can try a last attempt on the phone with customer support

if it does not work do a voluntary VAT registration , it bears some risks but also has advantages

Not even close. Any return case I open my return case with amazon they provide me return laben and in the case in ebay I provide their return label - 4 years already. Same with the other suppliers.

My bank account is not linked to PayPal. Here in Bosnia we only link Credit Card (Visa)

You don’t know nothing about Amazon, I do get calls from Amazon to verify invoices and these emails I run popular brand in uk and they call us all the time and sometime email
Over they say similar...
