Just ignore the "negative" word. He copied those text from Transaction details page, which means The text "negative" stands for "-" (subtract).
That means the transaction is taking 2804.74 USD...

What if your personal information is leaked somehow and somewhere. Then someone uses your background information (name, address, SSN, ...) to create another Paypal account to scam/fishing and...

Good luck. You have no other option rather than add your Tax ID or SSN.
EIN doesn't work since you can't upgrade to business when the account is under limitation.

So far you cannot do anything with EIN.
In order to upgrade to EIN, you need to up to business. But now your account is limited. You cannot up to business

The only choice is SSN and ITIN

After 3 months and a certain amount of payment you received (I don't remember, google it), 21 days hold will be gone.

Way to speed it up: add tracking number, funds will be available after 3 days...
