I just try to create 2 new UK paypal accounts.. no problem. paypal don't ask any id from me. i used windows+ new user+ google chrome portable+ ovpn uk+uk mobile number.

so.. paypal don't trust...

If you try and make contact with help to get reinstated between 4pm and 9pm GMT 11am to 4pm EST from the USA your chances are very high you will get the Irish support, definitely not the Philippines...
